The characteristic of interactions, relations, or organizations which extend or go beyond national boundaries. Some global interactions and organizations are initiated and sustained entirely, or almost entirely, by governments of nation-states. In contrast to these interactions, others involve nongovernmental actors (whether individuals or organizations) and it is these which are transnational. Thus a transnational interaction or organization may involve governments, but it may not only involve governments; nongovernmental actors must play a significant role.
